Massive potential but many issues for me!
I have attempted to get this extension to work many times but have now given up completely.
I had orginally installed it via Magento Connect on a clean install 126.96.36.199 and everything went fine apart from the fact no matter what I did the methods wouldn't display on frontend - I followed every piece of the support wiki, videos etc but it wouldn't work.
So I uninstalled it and moved on as it was taking up too much time.
I had some spare time the other day so decided to give it another go, but this time whenever I tried to import or export the csv I was taken to the magento error splash screen and it was causing issues with the shopping cart.
The error logs were telling me that the tables didn't exist within the database.
This time I contacted WebShopApps and was told there was a few people experiencing issues when downloading from connect and was told to download directly from them. I did this and again followed the installation instructions to the letter but again nothing.
The problem was the no matter what I did the sql would not run and thus the tables weren't being created in the database - I am not very good with sql queries and have no idea how to write the query to create these. I asked the developers for the query so I could paste it into the PHPmyAdmin but all they did was point me to the support pages which didn't help.
I ran their setResource.php script, rewind and deleted via the script but again nothing.
Its such a shame as this extension looks great, I understand that with a free extension they can't offer widespread support but they really should assess this slightly better because this would have been me trying out their extension with a very high chance that I would later have gone on to buying their premium products but due to this not working for me that is fairly unlikely now :-(

Upon install, this module creates a DIRECTORY at app/code/community/Webshopapps/Matrixrate/Model/Adminhtml/System/Config/Backend/Shipping/Matrixrate.php. That's right, the model installed as a directory and Magento can't find classes it needs from it... This also causes it to not uninstall properly and cause huge problems. Be cautious when installing this.

Original matrix rate is useless. Instead, use this one!
I've installed it on Magento 1.9 on www.loiradobonfim.com.br and it worked as expected. You can apply rates for a zip code range. Believe or not, you can't do this with the original matrix rates that come with comunity edition 1.9, which requires a new line for each zip code number you may cover. Examples on developer website helped a lot.

Error messagem does not shows
I do not know why the support for the free extension is not visible in you site. It's the first time we are using the free module and are thinking of purchasing the Premium, but we are not getting the message delivery method is not available. The message of all the other methods are displayed but no such extension. We also try to use the default theme, but it did not work.

Does Not Work
Doesn't work. "Shipping methods" page in admin spits out this error:
