I assume you are talking about the rate quotes that calculate the shipping costs in the shopping cart? I personally haven’t checked any of the International functionality of the rates, but it should be connecting directly to FedEx to get the quote.

I would expect that if you change the Origin (System -> Configuration -> Shipping Settings -> Origin) then it will request a rate quote from FedEx from that point. I don’t know if you would need to change the Gateway URL (System -> Configuration -> Shipping Methods -> FedEx) for the FedEx shipping method, but that might be something to ask your FedEx rep about.

Yes, you’re correct regarding the calculation of quoted shipping costs.  The website in question will be serving Dubai customers, so I need to calculate shipping costs for transit inside Dubai. 

(US)FedEx web support say the FedEx API does not support Dubai to Dubai shipping. It only supports outbound international shipping.  I will need to clarify with FedEx Dubai to see if their Dubai rates differ from US International rates to Dubai.  I am making the assumption that they do.

(US)FedEx web support recommend asking local FedEx Dubai to see if they have produced a solution for this yet.  I’m awaiting a reply from FedEx Dubai.
