I log on the admin account, and navigate to System -> Configuration -> Permission -> Roles via menu.

it opens a list of roles and I click on "Administrator"

then, page displays this error:

Fatal error: Call to a member function toHtml() on a non-object in C:xampphtdocsmagentoappcodecoreMageAdminhtmlBlockPermissionsEditroles.php on line 52

This is urgent. Please correct this error, because I have already migrated to the latest version :))

Hi dear Magento Team :)) I found the bug, and corrected it.

The bug was in file "app\code\core\Mage\Tax\etc\config.xml" on line 185 column 69

Reason:
There was "&"

Solve:
I replace it with "and"

This issue is a duplicate of #9872 (as well as #9970, #9946, #9982, #9986, #10059, #10096, #10210, #10233, #10260, #10277, #10278) - http://www.magentocommerce.com/bug-tracking/issue?issue=4662

#9872 is resolved and fixes are to be available in the next bugfix release (1.2.1).
