I needed to get the region code for a given region name and ran into this code in the Mage_Directory_Model_Region class:

public function loadByName($name, $countryId)
{
$this->_getResource()->loadByCode($this, $name, $countryId);
return $this;
}

This appears to be a bug as there is a corresponding loadByName method in the resource class but it is not being called. The method call I was attempting Mage_Directory_Model_Region -> loadByName fails as well which I think confirms the bug status.

I believe the solution is simply to change $this->_getResource()->loadByCode($this, $name, $countryId) to $this->_getResource()->loadByName($this, $name, $countryId)
