Contrary to what the User Guide states (Chapter 8: Managing Orders > Managing and Editing Orders > Edit), when editing an order, Magento does not prepopulate billing and shipping addresses or payment method from the original order.

Not sure if it matters, but the order I'm trying this on was created in the backend.
