I try to upload file to Sales -> Tax -> Import/Export Tax Rates. My file is correct csv-file, but I get message

"Invalid file format upload attempt".

I don't know how I should provide that file, but this is what I have in my file (only 4 first rows but newxt rows have the same format):

"Tax Identifier","Country","State/Region","Zip/Post Code","Rate"
"VAT17% Romania","Romania","*","*","17.00"
"VAT22% Bulgaria","Bulgaria","*","*","22.00"
"VAT22% Greece","Greece","*","*","22.00"

File is named as rates.csv and it is the same file I exported from Magento.]]> #3 / Comment by maijar

I was checking other bug reports ans spotted #4430:

Is that so if I export rates (example rates) from Tax->Manage Tax Rates Zones which have also export feature, I get incorrect file? And if so, WHY is there two tax imports in Magento?

I can't use that other export Tax->Import/Export Tax Rates tool because I have following error:
