This issue is similar to bug#27903 however I'm using NZD as default and base currency. NZD is recognised by PayPal as a usable currency.

I have configured the payment method as per instructions however cannot get the payment option to display in the checkout.

Hi

I found a way around it - enabling "One Page Checkout" will display PayPal. Disabling it and PayPal disappears.

I using the modern theme.
