Discount Amount Doubled when setting up a Shopping Cart Price Rule and selecting Fixed Amount Discount with a condition for a specific or set of SKUs.
If you select Apply to Shipping Amount, the discount is discounted twice, once for the item and once for the shipping. Expected behavior is only discounted once to the Shipping amount during checkout, not also to the item.

For example:

Rule: Active
Select a Customer Group
No Coupon
Other fields on Rule Information left as Default.

Conditions: If Country is United States

Actions:
Apply: Fixed Amount Discount
Discount Amount: $3
Apply to Shipping Amount: Yes
Condition: If SKU is ITEMSKU

The above example should only deduct $3 from the shipping during check out. However it currently deducts $3 from the item and also $3 from shipping for a total of $6 discount during checkout.
