Magento Enterprise 1.7 toolbar.phtml - code for category page numbers missing

I noticed there is an important piece of code missing from the following files in Magento Enterprise 1.7:




Among the functions of toolbar.phtml, is an important one in which it creates the “pager” at the top of category pages. Normally, if the number of items in a category exceeds the number of items set to display on one page, this pager displays a page number navigator so you can see the 2nd, 3rd, and subsequent pages that list this category. However, that page number navigator is apparently missing in this version of Magento Enterprise. That means the visitor can’t easily find subsequent pages of that category listing.

I tried copying in the page number code from previous versions of toolbar.phtml and it breaks the categories. This is what I found in older Magento toolbar.phtml:
