Magento

I want that French people pay 8€ of shipping and the other 0€, to do so there is my tablerate.csv :

“FR”,"*”,"*”,"0”,"8"

But I have a problem with “Estimate shipping and tax” on the checkout page :
Estimate with Greece : 0€
Estimate with Germany : 0€
… : 0€
Estimate with France : 8€
Estimate with Italy : 8€
Estimate with Greece : 8€
And all next country : 8€

So if we do more than one estimations there is a bug isn’t it? or maybe i’m doing something wrong…
