Change the Title tags for Contacts page, Checkout, etc.

Currently, my Contacts page, Checkout, etc. all say “Magento Commerce”, how do I change these to say my store name?

From Admin:

System -> Configuration -> General -> Design

The HTML Header section sets the title in the various default pages
