How to set shipping charge based on cart value ?

I need a simple shipping charge scenario.

If the cart value is less than 2000, shipping charge is 100
If the cart value is less than 5000, shipping charge is 250
If the cart value is less than 10000, shipping charge is 500

and so on....till maximum shipping charge is 1000.

Effectively, it could be a fixed % of cart value till maximum shipping charge is reached.

Is there way of achieving this ?

One possible way would have been if the Shopping Cart Price Rules allowed us to increase price instead of discount it only.
Is there a way of allowing the discount value to be negative ? Presently, it doesn’t accept negative value.

This negative discount amount would be helpful on a project I am working on, so that in essence you could build a price rule that adds to the product price based on certain conditions (specifically - inventory)

Am I reading this wrong or is this not a table rate?

There is a shipping method that comes with Magento called “Table Rate” that you can set up. Just need to create a valid.csv file and upload it via Magento -

Thanks nikefido, but the result I need is for the product page (or catalog price rule) to show a different price based on inventory levels.  The rule I am trying to implement is:

If inventory = 0 then increase price 10%

or

a Cart Rule that specifies”

if inventory < Quantity ordered then increase price by 10%

Does anyone know how to apply a negative price rule or catalog price increase based on a rule?
