How does one go about “developing” on Magento?

Specifically, it appears from that it uses an IDE (Zend?) for development, so must one have Zend Studio to develop this application properly? A quick “how to start developing using magento” document would be great .

For example, we need multiple rate tables for shipping. I would prefer to add this functionality by using the same tools the developers use and do it right, versus hacking it on and the deployment becoming fragile. I know from experience that for our company this is just the tip of the iceberg in terms of customizations we will require.
