Hello,

Where should I place translation CSV files; is the right place /public_html/app/locale/tr_TR/app/locale/tr_TR/?

I edit CSV files and then upload there, however nothing happens at the front end. So, I thought maybe the upload directory is wrong. I also disabled the cache management for translation.

I think you have doubled up somewhere. The translation files should go in: /public_html/app/locale/tr_TR/, assuming public_html is your root Magento directory.
