System > Magento Connect > Magento Connect Manager results in 404 Error

When I navigate to System > Magento Connect > Magento Connect Manager

I get a 404 error code.

I am just trying to install a plugin but cant even seem to do that.

What is causing the 404 error?

Any ideas?

I checked a few of the Configuration > Web settings:

Add Store Codes to URLs:  NO

Use Web Server Rewrites:  Yes

Base URL:  http://www.brewcon.com/

The address displayed when I get the 404 Error is:

http://www.brewcon.com/downloader/?return=http://www.brewcon.com/index.php/admin/

Am I the only one that has ever experienced this problem? 

Is there a solution?  I have searched and searched and searched.

This looks to be a file permission error. I found the following link which seemed to do the trick:

create a file called exec.php and put it in my skins directory. The contents of this file should look like this.

For directories:
<?php
$output = shell_exec('find . -type d -exec chmod 755 {} \;');
echo "<pre>$output</pre>";
?>

For files:
<?php
$output = shell_exec('find . -type f -exec chmod 644 {} \;');
echo "<pre>$output</pre>";
?>
