wysiwig and rule editor don’t work in admin panel …

Hi,

I have an odd issue.  the Wiziwig editor and the shopping cart price rule don’t work.
the wiziwig editor is enabled by default, but if I click on it, nothing happens.

if I try to create a new shopping cart rule, I click the “+” to add a condition and nothing happens.  in IE I get the following error when accessing the wiziwig editor:
