Installation (1.0) not tolerant and definitive wrong in assumptions

Installation causes an Error500 on server. An error message is spit out telling something about an already existing table. Several reloads help to come to this point:

path/app/code/core/Mage/Sales/sql/sales_setup/mysql4-install-0.8.11.php" - SQLSTATE[42S01]: Base table or view already exists: 1050 Table 'mgt_sales_counter' already exists
Table does not exist in reality - I deleted it.

Why on earth do you waste that many time building cache system while DB related tasks are not ready?
