I am using Magento 1.3.2.3.  I have a problem with Paypal not processing express or standard payments.  Pro payments are going through just fine.  I contacted paypal and they said this:

“We spoke on the phone about how your shopping cart is adding “;” to your the information that it is passing to PayPal. Below is a copy of what the URL should look like and then what is actually being passed:

Should look like this: https://www.paypal.com/us/cgi-bin/webscr?cmd=_express-checkout&useraction;=commit&token;=EC-2KX70015CN811980F

Actual look: https://www.paypal.com/us/cgi-bin/webscr?cmd=_express-checkout&useraction;=commit&token;=EC-2KX70015CN811980F”

I have repeatedly rechecked the paypal url in system>configuration>paypal accounts>website payments pro and express checkout.  Here is what is listed there:  https://www.paypal.com/us/cgi-bin/webscr?cmd=_express-checkout&useraction;=continue&token;=

I understand that commit or continue can be used interchangeably.

Is there another area I should be looking to for removing the semicolons that Magento is inserting into the checkout process?

I’m bumping this thread with some updated information. 

My webhost is trying to help figure this situation out.  Here is what he had recently done:

He turned on Secure URL and directed it to their server.  However, he had
to turn off url mod rewrite since the htaccess code does not factor the “~”
character. 

QUESTION:  is there a way to get around that?.

He then tested PayPal and PayPal express on one of my shops and had no problems.

QUESTION:  So should the SSL be turned on to our server and if so, why?

However this knocks the other carts off when they are redirected at the time
of checkout.

QUESTION:  why??
