We are preparing to setup a magento site for a client once the production release is made available. The client will not have ftp access. So, what is the best way to have them upload images for use in the CMS editor?

Your best bet would probably be to use TinyMCE for WYSIWYG editing, and then use a TinyMCE file browser/upload extension, such as iBrowser. I don’t care for iBrowser much, but it does the job once you get it setup and working right. Other than that, there really isn’t an integrated file upload/manager for M other than for the product catalog and such.
