Thanks for your anwser ! It’s a little to late for ours projects but thanks to work on this problem.
It depends. For delivered orders it would be good to store the price with the tax value. Otherwise the history of orders could become wrong, if our beloved governments decided to change the taxes.

So in this way, it would be the same if you change price.
The orders are stored with the prices and the tax applied at the moment the order is place and won’t change even if the products proprieties are modified (tax, price, ...) after this.
But, can you describe us the new tax module before publish Magento 1.1 to check it together ?
Somes comments to set on your studies :
- display price in the front browse (VAT included and optionnal VAT excluded for each product)
- modifications in invoice (1 column for price VAT excluded, 1 column for VAT, 1 column for price VAT included, the total VAT excluded in the invoice summary, the total VAT in the invoice summary, the total VAT included in the invoice summary)
- VAT apply on shippment tax (maybe deal on like a normal product in the invoice)
- discount apply on VAT included ?
- ... to be completed (european users, any suggestions ?)
Theses updates are very importants for european users.
