IMPORT EXPORT TAX RATES - code already exist problem

Hi,

I have added european countries in the import/export tax rates csv file and uploaded them but i get an error saying “code already exist”.
When i try and do it manually, via: MANAGE TAX ZONES / RATES again the error comes up, which i believe is to do with the TAX identifier.
If i put an * in the place of the TAX identifier then its ok.

I already have a tax identifier of VAT for the UK. Does this mean i must use a different tax identifier for each country, like VAT BE, VAT DE etc?

Yes, you must.
It’s not so difficult as it sounds. Use this guide: http://www.packtpub.com/article/creating-tax-rules-in-magento

You can make unique identifiers for EU-countries and for the rest-of-the-world countries within minutes. Well, within minutes if you know what to do. If don’t know now, it will take you an hour and a half to figure out, but then you’ll make it with several clicks.

Here is a macro to get the right CSV-format in Excel 2003:
