I need to basically set a standard carriage price below a certain level and make carriage free above this level.  Is there a simple way to do this?

Use the free shipping module.

System -> Configuration -> Sales -> Shipping Methods -> Free Shipping

define the Minimum order amount to your requirement.

Am I correct in thinking that if I enable flat rate shipping, the free shipping will override once the required amount has been spent?
Ideally this is how I’d like it to work.

Thanks

No you’re not. The free shipping option will be added to the list of available method once your minimum requirement is reached.

Are you using flat rate if your customer is not entitled to free shipping ?

If so, PM me your email address, I have a module you can use.

Otherwise, you’ll have to modify the shipping module you’re currently using.

Sorry I should have made it clear I’m using google checkout.  Is there a way to do this using google checkout?

... Google checkout is not a shipping method.

You have to modify your shipping module, not your payment processing module.

How did you resolve this, I’m sure there was a thread somewhere that had the answer but I can’t find it anywhere.
