I have had no end of troubles with installing the 1.3.x series on windows so far.

1.3.0 and 1.3.1 zip full release have never installed with a fresh version.  Nothing but errors involving missing files and sql problems.  Both versions consistently crash on a fresh install.

In order to get 1.3.0 working I had to use 1.2.1.2, delete the downloader folder and replace with a clean version of the downloader folder from 1.2.1 and then used magento-core/Mage_All_Latest in Magento Connect to get it to run the upgrade.  I had to do that twice to get all the packages upgraded.  Still left with no confidence that 1.3.0 is upgraded fully on my windows installs.

I have yet to get 1.3.1 up and running, same tricks haven’t seemed to work.  The downloader is once again acting like it updates but without actually updating, and continual problems with sql errors.

Hopefully some day windows will be supported by Varien.

Thanks for ur reply ..........

I have found the solution, and upgrade my version to 1.3.1.

Thers is a pear.ini file in the downloader\pearlib directory ,Just remove it and replace this downloader folder to the original folder and then check for the update via magento connect it download all the file and replace it with the older one ..

Same here, upgrading looks good but nothing actually gets copied out of the downloader folder.
