Another option which some sites use (and I like), is to ask them to create an account only after an order has been placed.
I’d still vote for (having the option to) remove the first step of the checkout process (login/guest).
Further, I feel like it would be safe to associate an order to a customer account, even if they do not logged in, if their email address matches an account already registered. This would not allow them to access any of the account details (without logging in), but it would enable customer service to easily see all orders by a customer whether they were logged in or not when placing the order.
