You should first install and set up new Magneto version and them upload your data from 1.4 to 1.7. Actually you can do it by yourself, following scripts which are available at some step -by-step tutorials.  but do they work? not always.  You can also order Cart2Cart to perform Magento-to-Magento migration. It can easily transfer your store items without duplicates, missing of the data and other troubles.  For more info check http://www.shopping-cart-migration.com/supported-carts/55-magento
According design- you should set up it by yourself.

The simple way to upgrade magento is just point the old database with the new magento version ...
1) Just hit the admin url and wait for some time
2) you will see the error after some time.. open the error file in var/reports and delete the file which will be a sql file in upgrade folder
3) then again hit the admin url after some time you will see the admin screen..
4) cheers
5) you will have a small problem when you load customers in admin it will display one error just google it you will find easilly
you need to change a column in eav_attribute table for “region column”

6) This is the best way of upgrading the magento to any version you want

Note:: while upgrading you need just a fresh magento and put the local.xml file in app/etc to connect to the old database

After upgrading you can upload the extensions one by one

Let me know in case of any issues

Upgrade Magento 1.4 to 1.7

1) Backup your current Site Files and Database, and Do this on local because when you Upgrade do not reload page before complete all steps

2) Download Newer Version From http://www.magentocommerce.com/download here,

then Extract that zip file in Directory

3) Upload newer Version Files on your Current Site

4) Delete your site cache, Index Management

5) Reload your Current Site, your database upgrade automatically don’t anything with Database

now you can see the database vesion at bottom ver 1.7 [what ever you upgrade]

Thanks
Andy
