is possible to set a fixed discount per item line in an order?
how to do it?

when i edit an order the column discount exist, but i don’t know how to do it.

If i understand your question properly, then it can be done in the following way :
Go to admin end
Promotions -> shopping cart price rules
click on “add new rule”
provide all the marked info correctly
and in actions -> apply
Select FIXED AMOUNT DISCOUNT
