What are the app/code/local and app/code/community for?

I am really new to magento and I want to make a plug in that uses the AMF core of Zend.

I was looking to see how magento uses the Zend framework and I fined my self looking is the apt/code/core folder.

Is the other folder meant to be for custom made components?  One from the community and the other from your self?

A really fast description:

- core: is the original code from Magento. Everyone recomend that you don’t have to change that code.
- local: your own modules or rewrites of core modules.
- community: extensions that you can doanload from magento-connect… or maybe any code that is not core and not local.

Which begs the question… where do you put a module you’re developing for future public release? local or community folder?
