Recently, I was moving invoicing pat outside magento and moved synchronization in to cron. I found out that event observers for downloadable products are not triggered. After extensive search I found out that Mage_Downloadable module (similar situation is with Newsletter module) has exactly the same events for adminhtml and frontend, but they are not moved to global section. Hence, they are not triggered from cron.
I suggest to move all event observers that are present in adminhtml and frontend to global section.
