Changing the “Tax” text on shopping cart page

Is there a way to change the “Tax” label on the shopping cart page. (under subtotal, next to the plus sign)

We want to go with something more specific like, “Tax Applied to Pa residents only, during checkout” because some of our customers are assuming that we charge sales tax to ALL customers and they don’t make it far enough through the checkout process to realize that we don’t charge outside Pennsylvania taxes.

Right now the only way they would know is by using common sense or calculating shipping and tax.  Anyone have any better ideas on this one?

Yo, open app/locale/en_US/Mage_Sales.csv. Search for the string “Tax”,"Tax" (including the quotes and comma). I found it on line 277, although it may vary depending on version. Change that to “Tax","Tax Applied to Pa residents only, during checkout”. Refresh the cache from Magento administration interface and that should be it.
