Determin the correct type and template to locate a phtml file from within a cms block

Hi all,

I am trying to load a phtml file from a cms page. I found a thread which suggested something like this

{{block type="catalog/product_new" template="catalog/product/new.phtml"}}
this worked fine when i created the phtml file within this file structure:-
app/design/default/paragon/template/catalog/product/new.phtml

however i need my phtml to be in a different location so it has access to certain functions, this location is:-
app/design/default/default/template/virtue/new.phtml

i have tried the following amendments to my initial line of code with no result (blank content apart from header and footer)

{{block type="template/virtue_new" template="template/virtue/new.phtml"}}
{{block type="virtue/new" template="virtue/new.phtml"}}
{{block type="app/design/default/default/template/virtue_new" template="app/design/default/default/template/virtue/new.phtml"}}

Can anyone suggest
a/ a good explanation of how to determine the correct way to do this
or
b/ a working solution to my issue.
