When I go to the download page, click on “Download User Guide” and fill out the form, I am presented with the following:

I get the same error message: “403 Forbidden : nginx”.
But when i open my mailbox i found the email with a working download link.

Hello,
I am encountering the same problem. I enter the requested info and click the button, and nothing. It says that it sent me the link to the manual, but I have received no link. I have tried several times with several email’s to no avail.
can someone @ Magento help or send a direct link?
