I really want to follow best practices and use a local.xml file to make any theme modifications to layout files.  However, I have spent much time researching and tweaking and can’t for the life of me get my local.xml file to do anything.  It’s as if it is not there - it’s being completely ignored.  I have it in the app/design/frontend/new_interface/new_theme/layout/local.xml structure as required.  All other changes to my theme are recognized.  I have also ensured that my admin cache has been disabled.  Any suggestions?  Any help is greatly appreciated.

I had the same problem, and in my case it was related to file codification, because I was using special chars in comment lines. I could solve it saving the file as UTF-8. I also thought it was a good idea to use a XML validator to check the file markup.

Hi, have been running CE 1.7 and noticed that the local.xml is being over ridden [ignored] as reported within this thread.

I have also checked the encoding to be UTF-8.

The local.xml is in the app/design/frontend/mytheme/layout folder as it should be…

Did someone find a solution to this.

Do I need to add an layout exception in the admin?

Just recheck your syntax and xml declarations -it will almost certainly be a small error in your file. Try to make it do something really simple like remove one item from your page.
e.g.

<?xml version="1.0"?>
<layout>
<default>
<remove name="cart_sidebar" />
</default>
</layout>

My error was a space in the <?xml declaration doh!

According to me the addwishlistLink() method is remove from the Mage_wishlist_Block_link in Magento 1.4.2.0.if you have wishlist than layout changes must be in app/design/frontend/default/<your_theme>/layout/wishlist.xml file otherwise use a app/design/frontend/base/default/layout/wishlist.xml.The new version of Magento 1.4.2.0 contain the following code
<reference name="top.links">
<block type="wishlist/links" name="wishlist_link"/>
<action method="addLinkBlock"><blockName>wishlist_link</blockName></action>
</reference>
