Hello, I have seen this shopping cart design on a magento website, someone knows how can I put it on my web? is it a plugin? a theme design?

Hello Marius,
I think this is the ‘modern’ theme that comes along with any Magento instance.
You just go to System->Configuration->Design->Theme and fill in all the fields except ‘default’ with the value ‘modern’.
Clear the cache and reload your website.
