This is a known issue with Magento. Make sure your js folder in the Magento root folder is chmodded to 755.

You most likely installed with the Downloader, which doesn’t give everything the correct permissions. To alleviate this in the future, I suggest downloading the whole package. It takes slightly longer, but causes less problems.

Does that solve your problem?

I’m also having the same problem. I tried chmodding the js folder to 755, this didn’t seem to help. I did not install using the downloader either. Is there a page that explains this known issue?

The folder permissions are set correctly and the admin worked, there was a pop up with a notification when i opened the admin that open anymore and i think the issue could come from the fact that the pop up window has to be opened before the admin and it’s possible the bug is coming from there
How can i disable the updates pop up ?

This is normally a file permissions issue. Make sure all files is CHMOD to 644 and all directories to 755 unless otherwise stated in the installation guide.
Please also note that if you are running suPHP/suEXEC, 777 is not needed anywhere.

You can also ask your hosting provider to do this for you.

I had fixed this problem by changing some filepermissions:

Set the permissions for the folder js/ and all subfolders to 755
Set the permissions for all javascript files in the folder js/lib/ to 644
Set the permissions for the file js/index.php to 644

Now, your header menu should work.

I hope that this solution will work for you, too.

Just to say I had this problem as well. I was unable to resolve it by chmod file permissions as discussed above.
I asked by host to do the same and he had no luck.

He eventually fixed the problem by upgrading again (re-installing the core files) through magento connect himself, but this time with SSH access.

That did the trick.
