No, but there is an easy way to do this..
1.) go to Catalog->Manage Products
2.) Select the checkbox next to each of the child simple products you want to change the weight for, not the configurable.
3.) On the right underneath the reset filter button, click the dropdown and select Update Attributes and click submit.
4.) You will find the weight attribute here, and you can change the value and save for all the products you selected.
