I’ve followed the instructions to apply a new theme but it says no package with that name.

I see blue theme under skins but not apps is it suppose to be in both places to work?

Yes, you need to have a blue theme directory under both.

The blue theme is just a “skin”, the layout is the same as the default so you dont need a “blue” folder in the app section. To switch to the blue skin, just go to System > Configuration then click on “Design” on the left navigation pane, and under “Themes” type in blue (lowercase) in the skin (images/css) field ONLY.
