Can magento provide discount according to the customers purchase history?

I would like to offer a promotion that :

- ( if a customer accumulate spending over $3,000, enjoy 10% discount)

- (if a customer accumulate spending over $8,000, enjoy 15% discount)

Can magento do this? Or any extension could do this?

As i know that, the promotion function now is only for product/cart PER ORDER.
What different is the promotion I want is ACROSS ORDERS.

You can provide your customers with credits instead of discounts. They will be able to use these credits for future purchases in your store. If it works for you, check Customer Credit extension.
