I had the same problem.

SOLUTION:
delete the following file from your /magento/ installation

maintenance.flag

e.g. rm ./magento/maintenance.flag

Nice. That did the trick!

saved my day

installation of a new extention didn’t complete on the magento connect and then I got

The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

I have deleted the maintenance flag and it all went back to normal.
