Google Checkout - Merchant Calculated Shipping
Magento 1.5.1.0

When processing an order through Google Checkout, the merchant calculated shipping charges are not correctly transfering to Google Checkout.  Only the Magento default shipping charges are showing transfering. The error is “Error parsing XML; message from parser is: The value following “version” in the XML declaration must be a quoted string.”

Prior to upgrading to 1.5.1.0, I was running Magento 1.4.1.0 and Google Checkout was running perfectly.  So, I know that the server configuration is acceptable.  The current error seems to indicate that the error has something with a “version” number.  I can’t find anyone else that has experienced this error.  Any ideas?
