I would like certain classes of products to cooperate on price breaks.

For instance, all CD’s would get a 10% discount if there are at least 5 CD’s in the cart.

Is this built in, or does it need to be created as a shopping cart discount… how would one go about doing this?

You should be able to do this with the shopping cart price rule.

There some improvements that we are working on right now that will make creating such specials easier. This should be ready for the first stable release.
