Complying to special tax laws

Hi,

The products we sell have a special tax law for them, where we don’t have to charge tax for the products. However, we’re obligated to put that on our invoices. It should look something like this:

Product x: €50,-
Shipping: €5,-
Total amount excluding tax: €55,-
SPECIAL TAX: calculated over €50,-, amount: ---- (not €0,00 but “----” as there is actually tax involved, but we cannot show that)
VAT 19: calculated over €5,-, amount: €0,95
Total amount including tax: €55,95

The thing is, Magento doesn’t show even show the tax rule on the invoice if the tax percentage is 0%. So how can we achieve the above?

Oh and another thing: is it possible to limit payment options to a certain amount? For instance, can you set a limit of 10.000 EUR for credit cards?

Also, we have some customers who pick up their goods. For them and only for them we want to enable cash payment. Is it possible to link shipping methods and payment methods?
