Yes, same here. Js not loading. Image gallery not working either. I had this issue some time back where I just needed to chmod some files through ftp to fix this issue, don’t remember… trying all files right now.

chmod index and proxy file in your /js folder to 775, or select all files under the js folder and do a 775 mod. This happens to me every time I upgrade magento. You need to have access to ftp (or cpanel) to do this. If not, ask your host to do it for you.
