Just upgraded to 1.15 from 1.14 . seemed ok
but cannot see the ‘ Add root category ‘ & ‘Add subcategory’ feature in Category admin page

Can you please post here the screenshot of your Magento Connect Manager page ? It looks like not all the packages were updated.
