What I would be interested in adding to my current e-shop website is:

I have multiple real stores and 1 website. Every time before client confirming a new order he/she will be asked to input which state/district he/she prefers to get the goodies delivered. So after the order is placed, system will pick the point of sale that matches with the state/district or if there are more than 1 POS in the same state/district, a random POS will be picked. The sales email will be sent to that POS email address.

I would like to know if this is already available in any Magento releases. If not, I am interested to know if this can be developed by someone?

Not available out of the box but would be fairly straight-forward to add. That is, if you can code PHP.
