Suppress Pricing for the Public & Admin Approved Customer Signup

I’ve built a Magento Store for a wholesaler. They are now telling me they want no prices to be displayed to the public and to be able to approve or deny customers who signup for an account from the admin backend.

In detail:

- Prices for all items are suppressed and replaced with a link that reads ‘apply for a wholesaler account’ when the site is browsed by the public. Likewise, ‘Add to Cart’ buttons link to the same location as the aforementioned ‘apply for a wholesaler account’ link. In essence all price related information should be hidden from the public.

- The ‘apply for a wholesaler account’ link takes customers to an account signup form which is Magento standard but customers will not be allowed to login or be sent a transactional e-mail (with login details) unless they are approved in the admin back end by the store owner.

- Once logged in as a wholesaler Magento should behave as normal with prices displayed.

Can Magento do this? Or is it time to write a plugin?
