Will adding an attribute named, terms_itemno, work for you?  If so, then simply add that attribute to the appropriate attribute set and do it that way.  Just turn it on on the given product.  Make a different attribute for each term by item no (i.e. term_item1, term_item2, etc.)

A bit of a hack, but may work for you?

This worked for me :

insert into checkout_agreement values (null'Terms and Conditions''Do you agree to our Terms and Conditions?''''Yes/No'10);
insert into checkout_agreement_store values (1,1);

This is just an update of what we have in the previous posts..

Jon

Worked for me.  Even now I’m still unable to see Terms and Conditions in Admin. At this point I have to use phpMyAdmin to change the entry “Do you agree to our Terms and Conditions?”, but if it works who cares.

Easy fix!

You have to enable it on TWO places , that is the key.

Under the sales thing, you must add the text there and then on the config under check out.
