Overwriting config values locally

Our development team uses SVN for versioning our code. At this point in the project lifecycle, it’s easiest to point all of our local copies to a common database rather than continually running a MySQL script to update a local database whenever the code is updated.

So far, this has worked well. Now that part of the team is working on design implementation, they need the template_hints turned on. The rest of the team can’t really put up with those nasty red boxes anymore.

I’ve tried several times to add to local.xml (unversioned in our system) a value that would override the database-kept setting for this, but can’t figure it out. From what i’ve gleaned from the config object(s), local.xml is loaded first and possibly overwritten itself. Has anyone tried something like this:
