Selling promotional products I need to be able to offer quantity pricing,

example

100 - $4.50
250 - $3.99
500 - $2.95
1000 - $.99

There of course would be different prices and quantites for different products, can this be done in Magento and if so how.

Yes you can.

Under Catalog, Prices, Tier Price, you can setup Qty and Price. And you may also restrict your special promotion to a period of time.
