i downloaded the csv file, opened using excel, added some figures, saved and uploaded - but I think excel messed up the file, as it was always blank when i downloaded it again.
I opened the file in textedit, and it seemed to resolve the problem. Also, putting “quotes” around the header data seemed to help things along. Here are the first few lines of my file that has been uploaded and is now working. hope it helps.

After export the CSV file from your magento admin and sepcify to open it with CSVed and not Excel. Once CSVed is opened click on ‘’EDIT’’ and ‘’ADD RECORD’’, then put in the colums the entry that you would like to put according the value example : USA, *, *, 0, 100
I’m having real problems getting my table rates to work!
I have followed every ‘guide’ and still cannot get the estimate shipping to show up accurately.
As you can see in my attached csv file I have set up shipping rates for my requirements.
They are as follows
Rest of the World ( *, *, *, shipping values)
UK (iso code GBR)
Shipping values for Europe ( iso codes ESP, FRA, DEU, FIN etc)
Shipping values for Canada and US (USA, CAN)
I believe that if I set value for the whole world eg (*, *, 5, 10) I can then over ride this value for the UK or EU specific countries? and this is shown in the CSV.
I have the latest version of Magento, I have edited my shipping in CSV ed and not Excel but when I estimate shipping for the UK, which is cheaper than FRANCE, it always shows up the values for FRANCE.
When I pick an obsucre country like ‘TOGO’ it still shows up the values which I have assigned for the EU countries!
I am having the exact same issues with shipping table rates, version 1.0.19870. I have tested every single potential solution and I can’t fix this out. I suspect that this feature was fixed in the previous version 1.0.19700 but for those who have upgraded or installed the patch, the table rates broke again. I really hope this gets fixed again and would appreciate if someone is running the 1.0.19870 with the table rates working properly, could share some details with us.
As far as I know we are still waiting for the promised fix for table rate shipping that was mooted when 1.0 came out. Currently it only seems to work with a single country.
