Not tested but that should work.
In app/design/your_interface/your_theme/layout/catalog.xml, it’s possible to insert the mini login block into the right column like that:
<default> [...] <reference name="right"> [ ...] <block type="customer/form_login" name="customer_form_mini_login" template="customer/form/mini.login.phtml"/> </reference> [...] </default>

Tested, it works! the login form is displayed in the right column.
Maybe you need to refresh or disable cache?
